The II International Ecological Action “To Save and to Preserve” will be held on June 1 – 25, 2004 in the town of Khanty-Mansiysk.
The Action provides whole complex of events aimed at environment protection, formation of interrelations culture between man and nature, and motivation of enterprisers’ activity.

Institutions supported the conduct of the Ecological Action are as follows:
Inter-parliamentary group of the Russian Federation, Senators’ Club, Council of the non-governmental organization of the Council of the Federation, Northern Forum International Association, International Scientific Research Center on ecological culture of a person (Russian Academy of Sciences) and other state and public structures, and international organizations.

Everybody is invited to participate in the Action who is able:

• to defend social and ecological priorities for the sake of a person’s health and environment;
• to show the ways out of the ecological crisis through ecologization of the production and formation of the personality’s ecological consciousness;
• to develop and strengthen contacts of international and Russian environmental organizations with executive authorities, institutions of education and science, culture, sport and tourism;
• to consolidate the activity of public youth ecological associations and organizations in the sphere of environment protection.

In the framework of the Action - international forums, scientific workshops, conferences and discussions on ecological problems, different contests, exhibitions, cycle of TV programs, thematic pages in periodical press, publication of books, booklets, spread of ecological knowledge among population.

The program of the Action includes:

Scientific research workshop “Flood forecasting and flood risk assessment in Northern regions” will be held on May 28-29, 2004 in Khanty-Mansiysk. The purpose of the workshop is to develop system of satellite forecasting of floods on northern rivers of Russia and to apply methods of risks’ evaluation and systems of integrated decision making for the Russian North.

The program of the workshop includes presentations by specialists:

• on satellite data use and advanced computer technologies for flood forecasting and flood situations in regions (Canada and Alaska (USA));
• of the scientific research center (Krasnoyarsk);
• of the hydro-meteorological center (Novosibirsk);
• of the hydrology branch of the Central hydro-meteorological center (Khanty-Mansiysk);
• of the Yugorsky Scientific Research Institute of Information Technologies (YSRIIT) (Khanty-Mansiysk).
  In the framework of the workshop will be held excursion through laboratories of the YSRIIT.

International Scientific Conference “Ecological problems and health of population in the North”, June 4-5, town of Surgut.

Main thematic areas of the Conference are as follows:

• Problems of ecological safety;
• Problems of health environment;
• Environmental safety at industrial facilities;
• Social protection and sanitary-epidemiological conditions of the population in environmentally unfavorable regions.

VIII International Ecological TV Festival “To Save and to Preserve”.
The program of the Festival covers several large areas: creative contest, presentation of the Earth condition original research, scientific conferences of scientist-ecologists, demonstration of contest works in towns and settlements of the Khanty-Mansiysk Autonomous Okrug with the purpose of ecological knowledge spread and ecological culture formation.

I Okrug’s Youth Ecological Forum “Let preserve the flowering world of Yugra”

While the conduct of the Forum (June 2-5) following events will be held:

• exhibition of public youth ecological unions and organizations of the Autonomous Okrug;
• “Plant your tree” action;
• public hearings on ecological problems;
• master-classes on ecology issues;
• contest of social-oriented ecological projects;
• contest of literature and music compositions on ecology thematic;
• cultural events;
• meetings with outstanding people;
• press conferences;

In the framework of the Ecological Forum will be presented winner-projects submitted for following contests: “Man on the Earth”, “Step into the future”, “I’m a citizen of Russia”.

Ecological tour down the river Ob “Environment of the XXI century” with children’s educational and research projects.

Northern Forum Association meeting.

During the Action the motor marathon from Khanty-Mansiysk to towns and settlement of Yuga will be organized for the first time.

The preparation for the VIII International Ecological TV Festival “To Save & to Preserve” has started. This year the Festival will be held on June 1-6 in Khanty-Mansiysk. Traditionally, the Festival host is the National TV and Radio broadcasting company “Yugoriya”, its founders – Government of the Khanty-Mansiysk Autonomous Okrug – Yugra and All-Russia National TV and Radio broadcasting company. The Festival goals and tasks are also the same:

• attraction of the public attention to the existing ecological problems;
• contest demonstration of new TV programs and films, which form ecological consciousness in the society;
• increase of the professional level of journalists, cameramen, film directors, engaged in ecological programs shooting, search of new forms in the theme narration;
• distribution of the information about the environmental policy in the Khanty-Mansiysk Autonomous Okrug - Yugra.

Today the Festival Regulations has been developed, the work is done on inviting participants and guests, the Plan of events is adopted.
This year there is a separate nomination of the Festival “The best information program”. It is aimed at giving an opportunity of the participation in the contest for not only big TV companies, specialized in the ecological theme, bur also small studios, specialized only in producing information programs. The contest of creative works will be held in 9 nominations.
At the Festival Closing Ceremony the Grant of the Ministry of Printing, TV and Radio Broadcasting & Mass Communications of Russia will be given for the creation of the ecological programs cycle.
The Festival Organizing Committee prepares many surprises for participants and guests. Everybody who will decide to spend the first week of the summer in the beautiful town, located “on seven hills”, will participate in master-classes, conferences with the participation of researchers-ecologists, interesting cultural program.
Last year 170 works from 73 TV companies of Russia and world were submitted to participate in the Festival. The film director from Byelorussia Igor Byshnev was awarded with the Grand Prix by the Governor of Yugra Alexander Filipenko.

VII International Ecological TV Festival «To Save and to Preserve» is held on June 16-20, 2003 by the State TV & Radio company «Yugoriya».

It’s a unique international multipurpose project, including creative contest, scientific conferences of ecologists, demonstration of the competitive works in the cinema halls of the Khanty-Mansiysk Okrug towns and settlements, on the festival grounds, etc.

The aim of the festival is to attract public attention to the existing ecological problems in our region, country and the whole world. Besides, we try to broadcast information about environmental protection policy of the Khanty-Mansiysk Okrug.
Founders and organizers of the Festival are: the Government of the Khanty-Mansiysk Autonomous Okrug, the State TV & Radio company «Yugoriya», All-Russia State TV & Radio company, the Division of Environmental Protection of the Khanty-Mansiysk Autonomous Okrug. Many national TV & Radio companies, abroad and near abroad companies have become the festival participants of late 6 years.
This year the Festival will finish month ecological action «To Save and to Preserve», within the framework of which the International Association «Northern Forum» meeting is planned. Traditionally the Festival unites partial, talented, active people, understanding gravity and importance of the ecological safety problem, able to express the idea of environment harmony preservation in their creative work. Professional communication of journalists, making films with ecological tendency is in urgent need.

VII International TV Ecological Festival
“To Save and to Preserve”

The Festival “To Save and to Preserve” is a unique international multipurpose project, consisting of several wide sections:
- creative contest;
- presentation of the Earth condition original research;
- scientific conferences of ecologists;
- demonstrations of competitive works in towns and settlements of the Khanty-Mansiysk Autonomous Okrug with the purpose of ecological knowledge spread and ecological culture formation.

1. Aims and purposes of the TV Festival:

- attraction of public attention to the existing ecological problems;
- contest screening of the new TV programs and films, aimed to raise the ecological consciousness of society;
- enhance of professional level of journalists, cameramen and directors, making the ecological programs; search of the new forms in theme development;
- spread of information regarding environmental protection policy of the Khanty-Mansiysk Autonomous Okrug.

2. Founders of the TV Festival:

6. Main Prize of the TV Festival:

- Grand-Prix of the Governor of the Autonomous Okrug.

7. Special Prizes of the TV Festival:

• For personal contribution to the organization and conduction of the ecological action.
• For courage in ecological films creation.
• The audience sympathy Prize.

8. Contest screening

Movie and TV programs, movie and TV films in accordance with the Festival theme, created by international, national, state departmental or independent Russian film and TV companies, abroad and near abroad companies are admitted to the Contest.
Programs and films shoot after January 1, 2002 are admitted to the competitive selection.
Russian and English languages are the official languages of the TV Festival.

You should send to the Festival Direction:

1. Application form filled in for every competitive program/film according to Form 1 (Annex 1). The short annotation in Russian language is required. The application form must be signed by copyright owner and certified with seal.

2. Cassette with competitive work in VHS format for the preliminary selection and Festival program making. Deadline for the competitive works sending is April 1, 2003.

3. Copy of the transferred fee payment order in amount of 500 rubles for every competitive work. The competitive work can be presented in no more than 2 nominations.
In the payment order it is to be marked:
“Targeted fee for participation in the TV Festival “To Save and to Preserve” (without VAT).
All documents and video materials should be send at once.
All expenses, connected with the participants reception (accommodation, meals, excursions) and transport costs of the Jury members are paid by the Festival Organizers.

4. We advise you to provide 15-second advertisement of the programs and films.

5. Originals of the creative works in BETCAM–SP, DIGITAL–S formats or DV-
Cam are to be provided on the arrival of the participants.

9. Out of contest Screening

Works, not admitted to the Contest, may be presented at the Festival out of contest screening with the author or copyright owner permission.
Contest, out of contest and retrospective programs and films will be demonstrated in the cinema halls of the town of Khanty-Mansiysk and shown on TV channels “Yugoriya”, “Ugra” “Culture” and on the working grounds of the Festival.
The Festival Organizing Committee makes the final decision on program and film including in to the plan of events. Festival program and program and film screenings schedule of the Festival is determined by the Festival Direction.

10. Guests of the Festival

All questions concerning invitation of guests and their stay duration are decided by the Festival Direction.

11. Jury of the Festival

The Jury, not less than 7 people, will be organized for the estimation of the competitive TV programs and films. The Festival Organizing Committee confirms the Jury members according to special decision.
The public Jury is not less than 5 people.

People engaged in the competitive TV programs and films making are not allowed to become Jury members.

12. Prizes

The Jury awards the Festival Prize to the winner in every nomination.
The Grand-Prix is awarded by the special decision of the Jury.
The Public Jury awards the special prizes of the Organizing Committee.
The sponsors of the Festival award their own prizes.

13. Participation Certificate

All programs and films presented during the Festival will be provided with the Participation Certificate of the VII Festival.
Candidates are awarded the Candidate Certificates of the VII Festival.
Winners are awarded the Winner Certificates of the VII Festival.

14. Rules of the Festival

The Festival is held on June 16 –20, 2003.
The Festival will be started and finished in the town of Khanty-Mansiysk.
The main part of the Festival will be held on the board of the comfortable ship.

15. Festival financing

The Festival will be conducted by means of the Founder and Sponsors.

Press-release
“Weather is not the obstacle for us…”

Regardless a nasty weather the action “Plant your tree” was still held on May 31. Downpour and piercing wind weren’t the obstacle to increase the number of new “green citizens”. 200 saplings of Siberian cedar, 100 saplings of pine and 150 saplings of Siberian larch were planted on the territory of 0,16 ha. by employees of the nature park ‘Samarovsky Chugas” and about 100 volunteers. The youngest volunteer was only 2 years old the eldest was 80 years old. Everybody tried to memorize his tree for example to mark it with a band.

It was a great pleasure to see among the guest of the action the honored ecologist A.F. Tarkhanova and the famous skier V.Ya. Bashmakov.
The nature park express its gratitude to students and teachers of secondary schools #1, #2, #5, #6, #8; to students of the Medical Institute and Medical College and to the Station of young naturalist. It is also grateful to representatives of church “Preobrazhenie” and to families of the citizens. Since now the young trees will grow up together with young generation of citizens of Khanty-Mansiysk.

The action “Plant your tree” was continued on June 4, when 130 saplings of larch were planted on the territory of 0,1 ha. School children, employees of the radio station “Red army” and the TV & Radio Company “Ugra”, participants of the exhibition “Ugra. Ecology- 2003” and representatives of church took place in the action.

Ecological trip «Alive Water» by route Khanty-Mansiysk – Tomsk – Novosibirsk

In the frame work of the Okrug action «To Save and to Preserve», Education & Science Department organized an ecological trip «Alive Water» from June 3 to June 16. Young tourists, ecologists-researchers began their cruise on the comfortable motor ship «Rimskiy Korsakov» by route Khanty-Mansiysk – Tomsk – Novosibirsk. Children would get acquainted with the local landscape, adjoining to the banks of the Ob river; make water chemical and biological test in its different geographical places; take ground test; record birds and animals’ voices, which would be processed by computer; study flora and fauna in the green camps. Materials received during researches, made during the trip will be used in scientific-research works of children and socially significant projects.
Ecological laboratory, computer class, entertainment centres of different directions operate on the shipboard.
Besides, there is a wide range of interesting cognitive entertaining measures, contests, concerts, sport competitions.
At the green camps in small riverside settlements (it was planned 7 of them, duration 4 hours) children perform concerts and make charitable acts, rendering assistance to the native inhabitants (chop wood, bring water, weed farmlands).
