Regulations of Ugra Research Institute of Information Technologies Academic Council

  • 1. Academic Council is one of the operating controls of Ugra RI of Information Technologies (hereinafter referred to as Institute).

  • 2. The Chairman of the Academic Council is the Director of the Institute; the Scientific Secretary of the Academic Council is Scientific Secretary of the Institute, Deputy Directors in science are Vice-Chairmen of the Academic Council.

  • 3. The Director of the Institute forms the staff of the Academic Council of the leading scientists usually having the scientific degree. The leading scientists and specialists who are not working in the Institute may also be the members of the Academic Council.

  • 4. The staff of the Academic Council as approved by the Supervisory Board on the assign of the Director of the Institute for five-years term.

  • 5. The Academic Council of the Institute:

    5.1. Coordinates the activity of the scientific divisions of the Institute, discusses the results of work in main directions and perspectives of the Institute development.

    5.2. Develops and introduces for Director’s approval annual plans of scientific and development works according to the main activity directions of the Institute, plans of training the scientific staff, international cooperation, meetings and conferences, and other plans.

    5.3. Discusses and approves annual reports of the Director, Deputy Directors, Chief Engineer and Scientific Secretary about the results of scientific and organizational work.

    5.4. Discusses and approves annual reports about the main results of research work, as well as the reports of the supervisors of scientific divisions about the results of research work.

    5.5. Conducts the discussion of actual problems of science development, listens to the scientific reports, discusses the problems of coordination and collaboration with other scientific institutions.

    5.6. Discusses the problems of effectiveness of the Institute international cooperation, the course of the research carried out together with foreign scientific institutions, as well as listens to the reports of the Institute employees concerning the scientific official journeys abroad.

    5.7. Discusses the problems concerned with training and raising the skill level of scientific staff, systematically listens to the scientists’ reports about their work on the scientific staff training, considers and approves the topics of Ph. D. theses of post-graduates and competitors, and gives recommendations on these topics.

    5.8. Proposes the outstanding scientific works, scientific discoveries and inventions for awarding their authors different purses and other honors; proposes the scientists of the Institute for awarding scientific and honorable status, nominates the candidates of Full Members and Corresponding Members of the Academy of Science.

    5.9. Takes the decision concerning announcing vacancies of research officers, heads of research divisions before signing the labor contracts with the Institute employees. Takes the decision concerning awarding the academic status «senor staff scientist», proposes in the established order the scientists to academic status of «professor».

    5.10. Elects the Chief Editors of the editions established by the Institute and approves the staff of editorial board.

  • 6. All personal issues on the meeting of the Academic Council of the Institute are solved by the secret voting. Other solutions are taken by voting by show, unless the Academic Council takes the decision about secret voting. The Academic Council has the right to take the decisions, only when not less than two thirds of its members are present at the meeting. Virtual meetings in the form of teleconferences and communication by e-mail are also possible. In this case the Scientific Secretary acquaints all the members of the Academic Council with the materials necessary for taking the decision by means of sending them by e-mail beforehand. At the previously appointed date all the members of the Academic Council send letters with their opinion on the questions put to the vote by e-mail. The Scientific Secretary secures the secrecy of voting. The solutions are considered taken by the Academic Council if no less than 50 % of Council's members have voted for them. The solutions on awarding the scientific titles are taken according to the order established by the Higher Examination Board of RF. The solutions on announcing vacancies are taken according to the instruction currently in force.

  • 7. The solutions of the Academic Council come in force after the Director of the Institute has approved them. The solutions of the Academic Council concerning the results of competitions for announced vacancies come in force according to the instruction currently in force.

  • 8. The Supervisory Board settles the disputes between the Director and the Academic Council of the Institute.
